CPT report on the condition of Ocalan

ANF 10.07.2010 - The European Committee for the Prevention of Torture (CPT) issued a report on prison conditions of Ocalan Abddullah with the replication of the turkish government. According to the report, however, conditions are improving and will be monitored by monthly reports.
Here are the findings of the CPT and the reply of the Secretary of State turkish.
The CPT calls for Ocalan to be prevented from contact with other inmates during the outdoor exercise. The State responds that this is because turkish Ocalan has been subjected to disciplinary action and punishment for this is because he is only two hours to meet with others and not four.
The CPT also requires that Ocalan to be allowed to use television, despite the fact that this is allowed to other inmates, when Ocalan to be denied the right to buy or rent one: "The Committee would like to have the comments of the authorities Turkey on this issue. The Turkish authorities have been saying that he could organize an army structure, send messages to members of
or drive the same through the television. "
The CPT calls upon the authorities that each prisoner should be allowed to receive visits once a month fixed by the next of kin (in case of Ocalan from his brother and sister). The CPT would like prisoners is made possible to combine the visits made (remembering the location of Imrali) and newcomers to the prisoners is guaranteed the right to make two phone calls to ten minutes per month. The CPT therefore renews its call for Ocalan also be allowed the right to call
, on time, his family. The State responded that turkish, being subjected to disciplinary punishment can not enjoy these rights and that the brother and sister are not considered family members in the strict sense.
The CPT recommends that the provision of medical assistance to prisoners of Imrali be reviewed in accordance with paragraphs 33 and 34. Must be made for immediate action to ensure that a medical record is opened, accessibile solo a personale medico, di ogni detenuto.
permettere ai prigionieri di inviare lettere all’esterno: “Il CPT continuerà a monitorare assiduamente la condizione di Ocalan (così come quella other prisoners) and will not hesitate to reopen the above procedure should we discover that the steps required are not implemented. "
